USCIRF Elects American Pakistani as Vice Chair for the First Time
In a historic move, the United States Commission on International Religious Freedom (USCIRF) has appointed an American Pakistani as its vice chair for the first time.
Dr. Asif Mahmood shared his sentiments, stating, “I am deeply honored to be the first Muslim and South Asian in a leadership role within this influential commission.”

Appointment and Current Term
Dr. Mahmood was appointed as Commissioner by House Minority Leader Hakeem Jeffries, with his term set to expire in May 2026.
He holds the distinction of being the highest-ranking American Pakistani Democrat to serve in such a capacity.

USCIRF Commissioners are appointed by the President and leaders from both parties in the Senate and House. The Commission has elected Vicky Hartzler as Chair for 2025-2026.

Chair Hartzler was appointed to USCIRF by Speaker Mike Johnson in 2024. She previously served as the congresswoman for Missouri’s fourth district from 2011 to 2023 and was a member of the Congressional Executive Commission on China (CECC).

Dr. Mahmood’s Views on India
Vice Chair Dr. Mahmood is known for his critical stance on India, drawing attention in Delhi following his appointment. He was involved in the preparation of the 2025 annual report, which scrutinized human rights violations and religious persecution under the Indian government.
The report recommended sanctions against individuals and entities involved in severe violations of religious freedom, as well as a review of arms sales to India to assess their potential impact on religious freedom.
These recommendations cited evidence of attacks against religious minorities, including Muslims and Christians, and highlighted concerns about sectarian policies that aim to establish India as a Hindu state.
Despite India’s strong ties with both Democratic and Republican administrations, Dr. Mahmood’s background suggests that USCIRF may advocate for stronger action against India, given his reputation for objectivity and impartiality.
