New Customs Values Set for Apple iPhones, Including iPhone 16 Models

The Directorate General of Customs Valuation Karachi has established revised customs values for 187 distinct Apple iPhone models, encompassing the latest iPhone 16 series.

A new valuation ruling (1999 of 2025) was officially issued on Friday by the directorate. The updated customs values for the iPhone 16 range from US$591 to US$1469 per unit, contingent on the specific model.

The new ruling incorporates various iPhone 16 categories, while also accounting for depreciation on older models. According to the directive, the revised customs values will apply to imports of 16 different iPhone 16 versions. Other iPhones covered include the iPhone 15, iPhone 14, iPhone 13, iPhone 12, iPhone 11, and earlier models.

According to the ruling, the Directorate received communication from the Collectorate of Customs (Airport) Islamabad, along with various requests from stakeholders, to revise the existing Valuation Ruling and include the latest iPhone 16 Apple devices in different versions. The existing Valuation Ruling was over a year old, with customs values that did not reflect the current international market. Furthermore, certain older models listed in the existing ruling had reached their End of Life (EOL) and needed to be depreciated. Consequently, an analysis of import data, current market trends, price discrepancies, and customs values was conducted under Sections 25 and 25A of the Customs Act, 1969, to determine the customs values of the goods in question.

Multiple meetings were held to determine customs values, attended by relevant stakeholders. Stakeholders advocated for the inclusion of the latest iPhone 16 models in different variants and for the subsequent depreciation of older models.

Their perspectives were thoroughly considered to determine the customs values of the items under Section 25A of the Customs Act, 1969. They were asked to provide import documentation to back up their claims. Data from ninety (90) days was retrieved and examined to determine customs values, and certain declared value references were found.

The ruling further stated that the transaction value of the designated phones has been ascertained and will serve as the Customs value for duty and tax assessment.
