Despite a chaotic afternoon marked with slogans, walkouts, and physical altercations, the Punjab Assembly succeeded in passing multiple key bills during a session marred by opposition absences and heated confrontations.

With no opposition in attendance, the Assembly advanced several significant laws:

  • Punjab Agricultural Income Tax Bill 2025
  • Punjab Prohibition of Narcotic Substances Bill 2025
  • Punjab Autism Schools & Resource Centres Bill 2025
  • Punjab Immovable Property Tax (Amendment) Bill 2025

The session, delayed by over two hours, quickly descended into disorder as opposition members entered chanting slogans and treasury benches retaliated. Deputy Opposition Leader Moeen Qureshi criticized the expedited judicial handling of politically charged cases, calling it unprecedented injustice. Meanwhile, Government Member Waseem Ran condemned police brutality, highlighted by CCTV evidence of child abuse by officers.

Things escalated when MPA Khalid Nisar Dogar slapped a treasury member, triggering a physical fight among legislators. The Acting Speaker temporarily adjourned the session, later suspending Dogar for 15 sittings—a decision rebuffed by the opposition, which argued the Ethics Committee should decide discipline. Another lawmaker, Sheikh Imtiaz, was suspended for raising a quorum point during the uproar.

Despite the volatile atmosphere, the bills were passed under Rule 232, allowing the government to override procedural disruptions and move forward with legislative business. Following the passage, Acting Speaker Malik Zaheer called the incident a “black day for democracy,” while the opposition pledged continuing resistance against what it termed growing governmental overreach.
