Supreme Court of Pakistan Introduces New Rules for 2025

The Supreme Court of Pakistan (SCP) has officially released the Supreme Court Rules, 2025, which will supersede the Supreme Court Rules, 1980.

This significant overhaul demonstrates the court’s dedication to modernisation, digitalisation, and enhanced procedural clarity within the justice system, aligning with international standards of legal governance.

Established under Article 191 of the Constitution, the updated regulations replace obsolete provisions and synchronise court procedures with modern legal, constitutional, and technological advancements. These rules are effective immediately.

To undertake this revision, the Chief Justice of Pakistan formed a committee consisting of Justice Shahid Waheed, Justice Irfan Saadat Khan, Justice Naeem Akhter Afghan, and Justice Aqeel Ahmed Abbasi.

The Committee consulted with Judges, the Pakistan Bar Council, the Supreme Court Bar Association, and various other Bar Associations. The final version was presented before the Full Court and received approval after thorough consideration.

The Supreme Court Rules, 2025, comprise seven sections, thirty-eight orders, and six schedules, featuring approximately 280 revised provisions (including 160 from the Schedules), 60 newly added provisions, and the removal of 5 outdated provisions.

Key Areas Addressed:
  • Access to records & efficiency
  • Court fee & legal aid
  • Appeals, reviews & constitutional matters
  • Adjudication & procedural safeguards
  • Administrative & structural reforms
  • Courtroom conduct & simplified filing

The Supreme Court Rules, 2025, represent a transformative vision by integrating digital tools, facilitating timely justice, and eliminating unnecessary procedural complexities, according to a statement from the court.

Featuring inclusive measures and streamlined processes, the Rules mark the beginning of a new period of judicial effectiveness and responsiveness in Pakistan, the statement added.
