Sindh Budget 2025-26: Rs1.02 Trillion Development Programme Unveiled
Sindh Chief Minister Syed Murad Ali Shah introduced the Annual Development Programme (ADP) for the fiscal year 2025-26, totaling Rs1.02 trillion, during the budget announcement in the assembly.
The provincial ADP is valued at Rs520 billion, and it is supported by district ADP initiatives, foreign project assistance (FPA), and grants from the federal PSDP.
According to a statement from the CM House, “This extensive development plan is dedicated to rehabilitation efforts, infrastructure improvements, social services enhancement, and promoting sustainable growth throughout the province.”
Key Aspects of ADP 2025-26
The ADP and associated development portfolio prioritize the restoration of schools and infrastructure damaged by floods to improve educational opportunities. It also focuses on upgrading healthcare infrastructure for better service provision, advancing climate-resilient agriculture, restoring irrigation systems, and ensuring access to clean drinking water and sanitation facilities to boost public health.

The plan encompasses improving road networks and urban infrastructure, which includes mass transit systems and safe city projects in Karachi. It also aims to implement green and renewable energy projects, alleviate poverty through nutritional support, develop community infrastructure, and construct affordable housing.
Ongoing and Upcoming Projects
The ADP features 3,642 projects, with an allocated budget of Rs400.5 billion. Approximately 82.6% (Rs 400.5 billion) is dedicated to 3,161 ongoing projects, while 17.4% is allocated to 481 new ventures. Special development initiatives are set to receive Rs119.5 billion.

The government is prioritizing the completion of existing projects by allocating 80% of the budget to them, with the remaining 20% earmarked for new initiatives.
According to the CM House, “Special emphasis is being placed on flood recovery, energy projects, initiatives in Karachi, and achieving sustainable development goals like clean water and sanitation.”
Execution and Oversight
“The Planning & Development Department will expedite the approval process for projects related to SDGs, implementing rigorous financial disbursement strategies to guarantee their timely completion.”
The Sindh government intends to extend the duration of projects concluding in June 2025 by an additional year to ensure uninterrupted progress.
