Punjab has taken a vital step towards improving the future of its youngest citizens with the signing of a rigorous Memorandum of Understanding MoU between the Punjab Assembly and UNICEF The agreement commits both parties to an ambitious program to transform child welfare across the province by strengthening systems in health education nutrition protection and legal policy

Under the new partnership the Assembly will work closely with UNICEF to draft and implement legislation that improves access to education for out-of-school children enhances school health programs and ensures every child receives life-saving nutrition interventions Initiatives to protect children against abuse exploitation and harmful labor are also central to the MoU Efforts to build awareness among parents communities and institutions about child rights will support these changes

One of the major goals under this MoU is to integrate child health services more deeply into primary care systems so that vaccination immunization growth monitoring and early detection of illness can become routine features in remote and underprivileged areas The agreement also prioritizes mental health support and rehabilitation services for children who are victims of trauma or violence

Nutrition programs will see curriculum development in health education promoting breastfeeding complementary feeding and micronutrient supplementation in early childhood settings The MoU also mandates developing supportive policies to address malnutrition through coordinated provincial efforts including strengthening supply chains for therapeutic foods and ensuring availability of nutrition-trained staff at key health facilities

Education reforms under this partnership will include expanding infrastructure in schools improving teacher training especially in early grade reading writing and numeracy and introducing child-friendly learning environments Programs for non-formal education will be scaled up focused on marginalized girls children with disabilities and those from remote communities

Another core component of the MoU is legal protection and policy enforcement Children’s rights committees will be set up across districts to monitor compliance with laws protecting child labor, child marriage and abuse Partnerships with law enforcement and social welfare departments will help improve response times and support for children in crises

To ensure accountability, joint monitoring and evaluation mechanisms will be established The Punjab Assembly and UNICEF will set up data collection systems to track progress publicly and make adjustments as needed The MoU envisions periodic review sessions and involvement of civil society stakeholders, non-governmental organizations and community leaders in evaluating outcomes
