Lahore Ranks Among World’s Safest Cities in Numbeo’s 2025 Index
Lahore has achieved a notable position in public safety, according to Numbeo’s 2025 Crime and Safety Index. The city has surpassed 249 international urban centers, securing its place among the safest major cities globally.
The capital of Punjab now holds the 37th position worldwide for low crime rates and ranks 63rd among the safest cities. This achievement signifies a substantial urban transformation, garnering global recognition.
Lahore’s improved ranking places it ahead of major global capitals such as Mexico City, Dhaka, Kuala Lumpur, Washington, DC, New Delhi, Paris, Tehran, London, Los Angeles, Jakarta, New York, Rome, Istanbul, and Berlin. This demonstrates Lahore’s progress in setting new benchmarks for urban security within the region.
Numbeo, known as the largest independent, crowdsourced global database for quality of life information, compiles current data from citizens across more than 250 locations. Its Crime and Safety Index is a key benchmark utilized by governments, corporations, researchers, and international organizations to evaluate the livability of urban areas.
In the 2025 Index, Lahore’s Crime Index stands at 37, with a Safety Index of 63, outperforming cities typically perceived as safer. For comparison, Mexico City has a Crime Index of 67.5, while Dhaka, Kuala Lumpur, Washington, DC, and New Delhi have scores of 62.3, 59.1, 58.0, and 55.1, respectively. Even Western capitals like Rome (48.8), Berlin (44.6), and New York (50.7) reported lower perceived safety levels.
These rankings represent a significant shift in how Lahore is governed, experienced, and perceived, extending beyond mere statistical data. The city has undergone a strategic shift characterized by advanced policing strategies, real-time surveillance, increased community engagement, and strong administrative focus. Previously, Lahore was often viewed through the lens of urban challenges and law enforcement limitations.
Data confirms this progress: between April 2023 and April 2024, Lahore reported 67,585 crimes. This number decreased dramatically to 34,091 in the subsequent year, indicating an overall crime reduction of almost 50%. Specific crime categories showed even more significant declines. Robbery and homicide decreased by 64%, street robbery by 55%, mobile phone snatching by 42%, motorcycle and car theft each by 33%, and other vehicle theft by 39%.
This reduction is the result of a focused strategy. Law enforcement agencies adopted a data-centric approach, pinpointing crime hotspots through real-time analytics and allocating resources accordingly. Additional personnel and logistical support were deployed to the city’s most vulnerable areas. Accountability was reinforced within the police force through disciplinary measures, with over 400 officers facing consequences for misconduct, including the imprisonment of four station house officers. Promotions based on merit elevated dynamic officers to key leadership roles, and strong political commitment ensured that law enforcement operations were conducted impartially. A city-wide initiative targeted absconders, repeat offenders, and high-priority criminals, demonstrating a proactive response to crime.
Lahore’s enhanced safety profile has prompted a reassessment of perceptions regarding South Asian cities. Where security concerns once dominated, Lahore now presents a compelling example, proving that a metropolis in a developing nation can implement effective reforms and improve its global urban safety ranking.
