New Customs Values Set for Apple iPhones, Including iPhone 16

The Directorate General of Customs Valuation Karachi has established revised customs values for 187 distinct Apple iPhone models, encompassing the latest iPhone 16 series.

A new valuation ruling (1999 of 2025) was issued on Friday by the directorate. The updated customs values for the iPhone 16 range from US$591 to US$1469 per unit, contingent on the specific model.

The recent directive incorporates various iPhone 16 categories and allows for depreciation on older models. The new customs values will apply to the importation of 16 different iPhone 16 versions. Other iPhones covered include the iPhone 15, iPhone 14, iPhone 13, iPhone 12, iPhone 11, and earlier models.

According to the ruling, the Directorate received correspondence from the Collectorate of Customs (Airport) Islamabad, along with several requests from stakeholders, seeking revisions to the existing Valuation Ruling and the inclusion of the latest iPhone 16 Apple devices in different configurations. The existing Valuation Ruling was over a year old, and its customs values did not reflect the prevailing international market. Moreover, certain older models listed in the current ruling had reached their End of Life (EOL) and needed to be considered for depreciation. Consequently, an assessment was initiated under Sections 25 and 25A of the Customs Act, 1969, based on import data analysis, current market trends, and discrepancies between market prices and customs values, to determine the customs values of the goods in question.

Several meetings were held to fix customs values, attended by relevant stakeholders. Stakeholders suggested that the value of the most recent iPhone 16 mobile devices in their various forms be included, with corresponding depreciation applied to older models.

Their perspectives were carefully considered to determine the customs values of the specified goods under Section 25A of the Customs Act, 1969. They were asked to provide relevant import documentation to back up their claims. Ninety (90) days’ worth of data was gathered and carefully examined to establish the customs values of the items. Declared values were referenced where available.

The ruling further stated that the transaction value of the specified phones has been determined and shall serve as the Customs value for duty and tax assessment.
