FIA Arrests Former RAILCOP Officials in Corruption Case

The Federal Investigation Agency (FIA) has taken into custody three former high-ranking officials from RAILCOP, a Pakistan Railways affiliate, concerning a significant corruption case. This case involves fraudulent bank guarantees exceeding Rs1.16 billion, according to an official statement from the Ministry of Railways released on Thursday.

The individuals apprehended include Syed Najam Saeed, previously the chief executive officer of RAILCOP; Muhammad Zubair Hussain, the former controller of finance and accounts; and Meh Run Nisa, who served as the former director of commercial & marketing.

The FIA’s Anti-Corruption Circle in Islamabad executed the arrests under FIR No. 37/2025, which was registered on June 30, as per the official statement.

The accused are suspected of conspiring with Irfan Hameed Khan, the chairman of M/s Indus Valley Industrial Junction (IVIJ), to create and present 14 counterfeit bank guarantees from United Bank Limited and Bank Al Habib Limited. These guarantees, valued at Rs1.17 billion, were allegedly used to improperly support participation in government project tenders.

According to the statement, M/s IVIJ allegedly received Rs164,969,160 (nearly Rs165 million) from RAILCOP Islamabad as an illegal commission for providing the 14 fraudulent bank guarantees.

“This resulted in a substantial loss of Rs164,969,160 to the national treasury,” the ministry stated. “They are scheduled to appear in court tomorrow for remand proceedings.”

The investigation remains ongoing.
