The draft National Tariff Policy (NTP) 2025-30 has been officially unveiled, marking a significant step towards economic reform in Pakistan. Designed to foster a predictable, transparent, and investment-friendly tariff structure, this comprehensive policy aims to revolutionize the country’s trade and industrial landscape.

A key objective of the NTP 2025-30 is to ensure duty-free access to raw materials for industries, a move expected to significantly reduce production costs and enhance competitiveness. The policy also outlines a clear roadmap for phasing out Additional Customs Duties (ACDs) and Regulatory Duties (RDs) over specified timelines, aiming for their complete elimination within five years. Furthermore, it pledges robust support for nascent and green industries, promoting sustainable economic development.

The reform goals embedded within the NTP 2025-30 include a four-year timeline for phasing out ACDs and a five-year target for eliminating RDs and the 5th Schedule. A simplified four-slab Customs Duty structure will be established, featuring rates of 0%, 5%, 10%, and 15%.

Initial implementation of the policy will commence with tariff reductions on approximately 7,000 tariff lines, primarily focusing on raw materials and intermediate goods. This measure is projected to yield an estimated benefit of Rs 200 billion for trade and industry, signaling a strong commitment to fostering economic growth and stability.
