Prime Minister Shehbaz Sharif has issued a firm directive that the Jinnah Medical Complex and Research Center, currently under development in Islamabad, must meet international construction and operational standards. During a detailed progress review, the PM called for complete transparency in every phase of the project from contractor selection to design, procurement, and construction.

He emphasized that the complex should rival top-tier global medical institutions, equipped with advanced research facilities and emergency services. The site, spanning over 600 kanals in Sector H‑16, has already been allocated for acquiring land. Project planners are working at an urgent pace to finalize the master plan, designs, and technical specifications under a governance structure that ensures accountability.

International consultants are being engaged through open, competitive processes. Institutions like Aga Khan University are providing technical input at no cost to assist in planning. Multiple roadshows and investor conferences have already been held in countries such as China, Turkey, South Korea, and Singapore, drawing interest from 30-plus global firms. These efforts aim to attract the best architects, hospital planners, and medical technology providers to ensure a world-class facility.

Officials informed the PM that the Project Concept‑I (PC‑I) has been approved, with initial funding already transferred into a trust to support early-stage construction and planning. The hospital is expected to feature over 1,000 beds, nine Centres of Excellence in fields like oncology, cardiology, nephrology, and trauma care, and include emergency and air ambulance services for remote communities.

The PM personally committed to overseeing project milestones and timelines, ensuring rapid yet quality-focused execution. He stressed that no compromise on quality or ethics would be acceptable even as fast-track completion is prioritized. Planning ministries and civic agencies have been instructed to finalize designs immediately and to ensure the project aligns with global benchmarks.

Transparency measures will include international tendering for consultancy and construction, public disclosure of contractor details, and independent project audits. The appointment of consultants, engineers, contractors, and financial partners will follow merit-based, globally competitive standards. EOBI (Employees’ Old-Age Benefits Institute) has been flagged as a potential investor, pending results of a feasibility study conducted in partnership with the Planning Commission and Ministry of Finance.

Citizens and healthcare planners hope the Jinnah Medical Complex will offer free or subsidized tertiary care to patients across Pakistan, reducing the need for overseas medical travel. The project signals the government’s vision to modernize public healthcare, stimulate medical research, and establish Islamabad as a regional health services hub.

With the PM’s insistence on high standards, global partnerships, and transparent governance, the Jinnah Medical Complex is poised to become a landmark institution setting new benchmarks for healthcare infrastructure in Pakistan and the region.
